Empowering Farmers and Promoting Sustainable Agriculture: The Role of Farmer Producer Organizations (FPOs) in Uttar Pradesh
Farmer Producer Organizations (FPOs) have emerged as powerful tools in the empowerment of small and marginal farmers, particularly in rural regions of India. In Uttar Pradesh, the success stories of several FPOs—supported by NABARD (National Bank for Agriculture and Rural Development) and organizations like Ishara Sri Gayatri Vikas Samiti—are showcasing the potential of collective farming, natural farming, value addition, and market linkages to improve the livelihoods of farmers. These organizations are not only enhancing food production but also helping farmers develop sustainable agricultural practices, build resilience, and access markets, technology, and finance.
Overview of Farmer Producer Organizations in Uttar Pradesh
In Uttar Pradesh, four prominent Farmer Producer Organizations (FPOs) have been established across two districts—Mahoba and Lalitpur—to empower farmers, especially those in marginalized and small-scale farming households. These FPOs are dedicated to growing and selling safe food and have integrated several activities into their operations to boost productivity and income generation.

These organizations are doing more than just farming; they are creating a platform for small farmers to come together, share resources, access financial support, and improve their bargaining power in the marketplace.
The Role of FPOs in Rural Empowerment
FPOs are not only about pooling resources for collective farming; they are a mechanism for rural empowerment. Through these organizations, farmers have access to:
- Market access: Linking farmers directly to markets, enabling them to sell their produce at better prices.
- Technology and resources: Access to modern agricultural practices, tools, and inputs like seeds, fertilizers, and machinery.
- Financial inclusion: FPOs often help farmers access affordable credit and financial services to improve productivity and scale their operations.
- Capacity building: Regular training and support in natural farming, crop diversification, and value-added production processes.
By coming together under the FPO umbrella, small farmers can amplify their collective voice and gain bargaining power against large buyers, ensuring they get fair prices for their produce.
Amjhara Farmer Producer Company: Promoting Millets and Natural Farming
One of the standout examples of FPO success is the Amjhara Farmer Producer Company Limited, formed in August 2016 in Madawara, Lalitpur. This FPO was instrumental in promoting millets (also known as Shree Anna) as an alternative to monocropping, where farmers had traditionally grown crops like wheat and mustard.
As Girja Prasad, the District Coordinator of the FPO project in Lalitpur at Ishara Sri Gayatri Vikas Samiti, recalls, it was a daring decision to encourage farmers to grow millets when the farming community was deeply entrenched in wheat monocropping. However, with technical support from Rani Jhansi Central Agriculture University, the Lalitpur Agriculture Department, and NABARD, the FPO made great strides in promoting natural farming practices and crop diversification.
Today, over 100 farmers are successfully growing millets such as Jowar, Bajra, Ragi, Kondo, and Sanva, thanks to the availability of certified seeds and technical guidance from agricultural experts. This shift to multi-cropping systems has not only enriched the soil but has also contributed to greater food security and nutritional diversity in the region.
In addition to supporting millet farming, the Amjhara FPO has ventured into value addition. The FPO has successfully started the manufacturing and sale of millet-based products, including millet biscuits, flours (Makka, Jowar, Bajra), mustard and peanut oils, and pickles. These products have found a niche market, and the FPO has established one community grain bank to ensure nutritional security for marginalized rural families.
The Impact of FPOs on Rural Communities
The work of Ishara Sri Gayatri Vikas Samiti and its FPOs has created a lasting impact in the rural areas of Lalitpur and Mahoba. Over the last two years, these FPOs have:
- Empowered over 1,000 farmers, including 375 women, providing them with a platform for collective action.
- Promoted sustainable agriculture through natural farming practices, crop diversification, and organic farming techniques.
- Enabled small farmers to increase their incomes through value-added products and direct market linkages.
- Ensured food and nutritional security for rural households through initiatives like community grain banks.
- Encouraged the cultivation of millets, a highly nutritious and climate-resilient crop, thus improving both agricultural productivity and dietary diversity in rural households.
Conclusion: A Path to Sustainable Agricultural Development
The Farmer Producer Organizations (FPOs) in Uttar Pradesh, with the backing of NABARD and other partners, are playing a pivotal role in the transformation of rural agriculture. They have created a pathway for small-scale farmers to gain economic independence, improve their agricultural practices, and contribute to the sustainability of the agricultural ecosystem. The success stories of organizations like Amjhara FPO demonstrate the power of collective action and the potential of integrating natural farming, value addition, and market access to foster long-term prosperity in rural India.
These initiatives highlight the importance of empowering smallholder farmers, particularly women, and integrating sustainable agricultural practices to build a resilient farming community capable of withstanding the challenges posed by climate change, economic instability, and global market fluctuations. With continued support, FPOs can transform rural livelihoods, drive economic growth, and ensure food security for the future.
